October 15, 2009

Dear Parents:

According to federal law, the No Child Left Behind Act of 2001, students must be provided an opportunity to attend another school if the students are enrolled in a Title I served school identified as a school in need of improvement.  A school is identified as in need of improvement based upon a school not meeting the state's definition of adequate yearly progress (AYP) for two consecutive years.  Many people confuse the ratings on the school report card with the AYP.  One main difference is that the school rating is not part of federal law nor is it related to the school choice option.

Lake View Elementary has been identified as a school that is required to offer public school choice for this school year.  Although Lake View Elementary met sixteen out of the seventeen objectives, they are still identified as a needs improvement school because of the one missed objective. Unfortunately, since this school district has only one elementary school, there is no other school in the district that contains the grade in which your child is enrolled.  The district has solicited surrounding districts to enter into a cooperative agreement to accept choice transfer students, but all have declined.  Therefore, by law, we are required to notify you that school choice is not an option in this district.

We hope that you will be willing to continue to work with us toward achieving the best education possible for your child.  Toward this end, we would like to share with you information regarding the school your child is presently attending, the good things that are already in place, and the many efforts that are underway to make a positive difference.  We would like to invite you to be involved with your child's education.  We hope you will be an active partner in your child's education and in helping us to succeed.  We look forward to working with you.

Sincerely,

Stephen Laird
